Preheat broiler. Trim fat from steak. In a small bowl, stir together oregano, garlic, lemon zest, oil and pepper. Sprinkle mixture evenly over both sides of steak; rub in with your fingers.
Place on the unheated rack of a broiler pan. Broil 3 to 4 inches from heat for 15 to 18 minutes for medium (160°F), turning once halfway through broiling.
Thinly slice steak diagonally across grain. If desired, sprinkle with additional fresh oregano.
