In a medium saucepan, combine broth, rice and garlic. Bring to a boil; reduce heat. Simmer, covered, for 40 to 45 minutes or until rice is tender and liquid is absorbed. Remove from heat and let stand, covered, for 5 minutes.
Stir in green onion tops, cilantro, mint, lemon peel and pepper. Divide evenly among four serving plates.
