In a food processor, combine shallots, vinegar, lemon juice, salt and pepper. Cover and begin processing. Slowly add oil in a steady steam through the feed tube; process until combined. Transfer to a small bowl. Stir in chives. Cover and chill for at least 1 hour or up to 3 days. Stir before serving. If the oil has solidified, let the dressing stand at room temperature for 30 minutes before serving.
Arrange greens, tomatoes, goat cheese and hazelnuts on a serving platter. Drizzle with 1/2 cup of the vinaigrette.
