Preheat oven to 400°F. In a medium bowl, combine flour, green onion, baking powder, baking soda, salt and pepper. Make a well in the center of flour mixture; set aside.
In a small bowl, stir together egg, goat cheese and buttermilk (or sour milk). Add egg mixture all at once to flour mixture. Using a fork, stir just until moistened.
Turn dough out onto a lightly floured surface. Knead dough by folding and gently pressing dough for 10 to 12 strokes or until dough is nearly smooth. Divide dough in half. Pat or lightly roll half of the dough into a 5-inch circle. Cut into 6 wedges. Repeat with the remaining dough. Place wedges 1 inch apart on an ungreased baking sheet.
Bake for 15 to 18 minutes or until golden. Serve warm.
