Preheat oven to 350°F. Lightly coat an 8-inch-square baking pan with cooking spray; dust lightly with flour. Set aside.
In a large mixing bowl, combine flour, sugar, ginger, cinnamon, baking powder, baking soda and salt. Add water, molasses, butter (or margarine) and egg whites. Beat with an electric mixer on low to medium speed until combined. Beat on high speed for 2 minutes. Spread into prepared pan.
Bake for about 20 minutes or until a wooden toothpick inserted near the center comes out clean. Cool in the pan on a wire rack for 10 minutes. Remove cake from pan. Serve warm and, if desired, with whipped topping.
