Place cream cheese in a small microwave-safe bowl. Microwave, uncovered, on High about 30 seconds or until cream cheese melts.
In a 1 1/2- or 2-quart slow cooker, combine melted cream cheese, salsa, black beans and chipotle powder; stir gently to combine. Cover and cook on Low for 3 to 4 hours or on High for 1 1/2 to 2 hours or until heated through.
