In a large saucepan, combine frozen vegetables and water. Bring to a boil; reduce heat. Simmer, covered, for about 4 minutes or just until vegetables are tender. Do not drain.
Meanwhile, in a small bowl, whisk together 2/3 cup milk and flour until smooth. Stir flour mixture into vegetable mixture in saucepan. Add the remaining 1 1/3 cups milk and broth. Cook and stir over medium heat until thickened and bubbly. Cook and stir for 1 minute more. Remove from heat. Gradually add cheese, stirring until cheese is melted. Season to taste with salt, if desired, and pepper.
