Preheat oven to 375°F. Lightly grease a 1-1/2-quart casserole; set aside. In a large saucepan, cook noodles according to package directions. Drain; return noodles to pan.
To prepare sauce, melt 4 tablespoons butter in a medium saucepan. Add bell pepper, celery and onion and cook over medium heat for 8 to 10 minutes or until tender. Stir in flour, mustard to taste, salt and black pepper. Add milk all at once; cook and stir until slightly thickened and bubbly.
Gently fold sauce and tuna (or salmon) into cooked noodles. Transfer noodle mixture to prepared casserole. In a small bowl, melt the remaining 1 tablespoon butter. Add breadcrumbs, Parmesan and parsley; mix to combine. Sprinkle over the noodle mixture.
Bake, uncovered, for 25 to 30 minutes or until heated through. Let stand 5 minutes before serving.
