Lightly coat the inside of a 3 1/2- to 4-quart slow cooker with cooking spray. Add sweet potatoes, red onion, chiles, garlic, cumin, salt and paprika. Pour broth over all.
Cover and cook on Low for 6 to 7 hours or on High for 3 to 3 1/2 hours or until very tender. Mash with a potato masher. Garnish with cilantro.
