Preheat oven to 425°F. Cook spaghetti according to package directions; drain well. Return to pan. Combine milk and egg; stir into hot pasta. Transfer to a buttered 3-quart rectangular baking dish (there will be some liquid).
Meanwhile, in a large skillet, cook pork, onion, bell pepper and garlic until meat is brown; drain off fat. Stir in chili powder, salt, cumin, oregano and pepper. Cook and stir for 2 minutes. Stir in tomato sauce. Bring to boiling; reduce heat. Simmer, uncovered, for 2 minutes more. Spoon over pasta in baking dish. Sprinkle with cheeses.
Bake, uncovered, for about 10 minutes or until bubbly around the edges. Let stand 5 minutes before serving.
