In a 4-quart slow cooker combine cabbage and apples. Stir in vinegar, tapioca, brown sugar, caraway seeds and pepper. Top with pork chops. Cover and cook on Low for 8 hours or on High for 4 hours.
Remove chops from slow cooker. Using a slotted spoon, transfer cabbage mixture to a serving platter. Top with pork chops. Drizzle pork and cabbage mixture with cooking juices.
