Preheat oven to 350°F. In a large bowl, combine egg, 1/4 cup onion, breadcrumbs, oregano and salt. Add ground beef and mix well.
Shape the mixture into 21 meatballs. Arrange the meatballs in a single layer on a large rimmed baking sheet. Bake, uncovered, for about 25 minutes or until done (160°F). Drain well.
Meanwhile, in a large saucepan, heat oil over medium heat. Add the remaining 1/4 cup onion and bell pepper; sauté until tender. Stir in tomato sauce, brown sugar, mustard, chili powder, garlic salt, black pepper and, if desired, hot sauce. Bring to a boil; reduce heat. Simmer for 5 minutes. Add the meatballs to the sauce and heat through.
Place a spinach leaf on each roll bottom. Top each with a meatball and a little sauce. Add roll tops.
