Coat the inside of a 3-1/2- or 4-quart slow cooker with cooking spray. Place chicken in the prepared cooker. Sprinkle chicken with tapioca, salt and pepper. Pour hoisin sauce over chicken.
Cover and cook on Low for 4 to 5 hours or on High for 2 1/2 hours.
If using Low, turn to High. Stir in frozen vegetables. Cover and cook for 30 to 45 minutes more, or just until vegetables are tender. Serve over hot cooked rice.
