Preheat oven to 400°F. Coat a baking sheet with cooking spray; set aside. In a large bowl, combine flour, oats, sugar, baking powder, orange zest, rosemary and salt. In another bowl, stir together milk, oil and egg. Add the milk mixture all at once to the flour mixture. Stir just until moistened.
On a lightly floured surface, knead the dough 10 times. Lightly roll or pat dough into an 8-inch circle, about 3/4 inch thick. Cut into 12 wedges. Carefully transfer the wedges to the prepared baking sheet. Bake for 15 to 18 minutes or until golden brown. Remove from the pan and cool on a wire rack for 5 minutes; serve warm.
