In a large saucepan, combine potatoes and 1 teaspoon salt; add enough water to cover. Bring to a boil; reduce heat. Simmer, covered, for 10 to 15 minutes or just until tender. Drain; cool slightly.
Meanwhile, for dressing, in a large bowl stir together mayonnaise, vinegar and mustard.
Stir celery, green onions, relish, parsley and horseradish into dressing. Add potatoes, 4 slices bacon, eggs, the remaining 1/2 teaspoon salt and pepper to dressing; stir gently to coat. Cover and chill for 6 to 24 hours before serving.
