Preheat oven to 350°F. Lightly coat a 2-quart baking dish with cooking spray; set aside. In a large bowl combine sour cream and flour. Stir in 1 cup cheese, diced green chile peppers, onion, finely chopped jalapeño pepper, chipotle pepper, thyme, oregano and black pepper. Gently stir in beans.
Transfer bean mixture to the prepared baking dish. Sprinkle with the remaining 1/2 cup cheese. Bake, uncovered, for 30 to 35 minutes or until bubbly.
Before serving, top with tortilla chips, tomatoes and sliced jalapeño peppers.
