Thaw cod and shrimp, if frozen. Rinse cod and shrimp; pat dry with paper towels. Cut cod into 1-inch pieces; set aside. Heat oil in a large pot. Add bell pepper, onion and 2 cloves minced garlic; sauté until tender. Stir in tomatoes, water, salt and pepper. Bring to a boil. Stir in cod and shrimp. Return to boiling; reduce heat. Simmer, covered, for 2 to 3 minutes or until cod flakes easily when tested with a fork and shrimp turn opaque.
Combine basil, lemon zest and the remaining 2 cloves minced garlic in a small bowl. Sprinkle each serving with basil mixture.
