Preheat oven to 350°F. Grease a 9x9x2-inch baking pan. Set aside.
In a large bowl combine flours, pumpkin pie spice, baking powder, baking soda and salt. In a medium bowl whisk together pumpkin, 2/3 cup brown sugar, eggs, milk and oil. Add pumpkin mixture all at once to flour mixture; stir just until moistened. Spoon batter into prepared pan, spreading evenly.
In a small bowl combine 2 tablespoons brown sugar, the flaxseed meal and cinnamon. Using a fork, cut in vegetable oil spread until mixture comes together. Stir in pecans. Sprinkle over batter in pan.
Bake for 20 to 25 minutes or until a toothpick inserted near the center comes out clean (center may dip slightly). Cool completely on a wire rack.
