Preheat broiler. Line a 15x10x1-inch baking pan with foil; set aside. Place meat in a large bowl.
In a small bowl combine lemon peel, lemon juice, oil, garlic, dried oregano, salt, and pepper. Pour half of the lemon mixture over meat; toss to coat. Spread meat in the prepared baking pan.
Broil 4 to 5 inches from the heat for 7 to 8 minutes or until meat is slightly pink in center (145°F), turning once. Drizzle with the remaining lemon mixture.
On cocktail picks, thread one piece of meat, one tomato, and a piece of cucumber. If desired, garnish with fresh oregano.
