In a large bowl combine ground bison, chili powder, ground cumin, salt, onion powder, and garlic powder; mix well. Shape mixture into four 3/4-inch thick oval-shaped patties.
For salsa, in another large bowl combine tomatillo, sweet pepper, cilantro, lime juice, honey, jalapeño pepper, and garlic; set aside.
Preheat broiler. Place patties on the unheated rack of a broiler pan. Broil 3 to 4 inches from the heat for 12 to 14 minutes or until an instant-read thermometer inserted in burgers registers 160°F, turning once halfway through broiling. Add cheese to burgers the last 1 minute of broiling.
If desired, serve on warmed tortillas. Top with tomato slices, tomatillo salsa, and spinach. Cover and refrigerate any remaining salsa for up to 3 days.
