Preheat oven to 350°F. Line a 15x10x1-inch baking pan with foil, extending the foil over edges of pan. Lightly grease foil; set pan aside.
For crust, in a large mixing bowl beat cake mix, melted butter, and egg with an electric mixer on low speed for 1 to 2 minutes or until combined. Press mixture evenly onto the bottom of the prepared baking pan. Bake for 12 minutes. Cool in pan on a wire rack.
In another large mixing bowl beat 3/4 cup butter, peanut butter, and vanilla on medium speed for 30 seconds. Gradually add powdered sugar, beating until combined. Beat in 2 tablespoons whipping cream. Stir in peanuts. Pour mixture over baked crust, spreading evenly. Chill while preparing the ganache.
For ganache, in a small saucepan bring 1/2 cup whipping cream just to boiling over medium-high heat. Remove from heat. Add chocolate (do not stir). Let stand for 5 minutes. Stir until smooth. Cool for 15 minutes. Gently pour ganache over unbars, spreading evenly. Cover and chill for 1 to 2 hours or until set. Using the edges of the foil, lift uncut bars out of pan. Cut into bars.
