In a food processor or blender, combine cucumber, bell pepper, avocado, yogurt, green onions, mint, vinegar and garlic. Cover and process or blend until smooth.
Stir in the water, salt and black pepper. Season to taste with hot sauce. Cover and chill for at least 1 hour or up to 4 hours before serving. If desired, top each serving with snipped chives and additional yogurt.
