Prepare fresh noodles according to package directions, saving seasoning packet for another use. Or, cook dried noodles according to package directions; drain.
Meanwhile, heat a wok or large skillet over medium-high heat. Add ground meat and garlic; cook until meat is brown. Drain off fat. Remove meat from pan.
Add peanut oil (or cooking oil) and sesame oil to pan. Add shredded broccoli, carrot, ginger and crushed red pepper; stir-fry for 2 minutes. Stir in broth and hoisin sauce. Cook and stir until bubbly.
Stir noodles into vegetable mixture. Stir in cooked meat; heat through. If desired, sprinkle individual servings with green onion.
