Preheat oven to 350°F. Lightly coat a 15-by-10-inch baking pan with nonstick cooking spray; set aside. In a large bowl, combine chopped pepper, chili sauce, breadcrumbs, onion, cheese and fennel seeds. Add pork. Mix well. Shape into 36 meatballs. Place in the prepared pan.
Bake, uncovered, for 20 to 25 minutes or until browned and cooked through. Remove from oven; drain.
Meanwhile, in a medium saucepan, heat pasta sauce until bubbly. Add baked meatballs; heat through. Serve over hot lasagna noodles.
