In a large saucepan, heat oil over medium heat. Add onion, bell pepper and garlic; cook for 5 to 7 minutes or until tender, stirring occasionally. Add 1/4 cup cilantro, oregano, cumin and black pepper. Cook and stir 1 minute.
Add beans and broth. Bring to a boil; reduce heat. Simmer, uncovered, for 15 to 20 minutes or until liquid is thickened to desired consistency. Stir in lime juice. Prepare rice according to package directions. Serve beans over rice and sprinkle with remaining 1/4 cup cilantro. Serve with lime wedges and/or chiles, if desired.
