In a small bowl whisk together yogurt and cream cheese until smooth. Stir in snipped chives, lemon peel, and tarragon.
Spread cream cheese mixture evenly on toasted baguette slices. Top with salmon, folding as needed. Sprinkle with pepper. If desired, garnish with cucumber, radish, and/or additional chives. Serve at once or cover and chill for up to 1 hour.
