Preheat oven to 350°F. Lightly grease a 3-quart rectangular baking dish. Cook lasagna noodles according to package directions. Drain noodles; rinse with cold water. Drain well.
Meanwhile, cook sausage in a large saucepan over medium-high heat until brown, stirring frequently; remove from pan. In the same pan, cook ground beef, celery, green pepper, onion and garlic until meat is brown and vegetables are tender. Drain off fat. Stir in sausage, water, tomato paste, sugar and ground red pepper. Bring to boiling; reduce heat. Simmer, covered, for 15 minutes.
Arrange 4 of the lasagna noodles in the prepared dish. Top with half of the meat sauce and half of the cheeses. Repeat layers with remaining noodles and remaining sauce.
Bake, covered, for 20 minutes. Uncover and top with remaining cheeses. Bake 10 minutes more. Let stand 10 minutes before serving.
