In a 3 1/2- or 4-quart slow cooker, combine potatoes and onion. Pour broth over potato mixture. Cover and cook on High for 3 hours.
In a medium bowl, stir together cornstarch and pepper; stir in half-and-half (or cream). Gradually stir cornstarch mixture, carrots and ham into potato mixture.
Cover and cook on High for 30 minutes more, stirring occasionally. Before serving, stir in thyme. Top each serving with broccoli and cheese.
