In a blender container or food processor, combine parsley, cilantro, oil, bell pepper, water, onion, garlic, kosher salt, oregano, crushed red pepper, black pepper and sugar. Cover; blend until finely chopped, stopping to scrape down sides.
Transfer to a bowl, stir in vinegar and serve.
