Preheat oven to 350°F. Grease an 8-inch-square baking pan; set aside.
Stir together flour, granulated sugar, 2 tablespoons cocoa, baking powder and salt in a medium bowl. Stir in milk, oil and vanilla. Stir in walnuts. Pour into the prepared pan.
In another medium bowl, stir together brown sugar and the remaining 1/4 cup cocoa. Stir in the boiling water; slowly pour over batter in pan.
Bake for 40 minutes. Serve warm. If desired, serve with ice cream.
