Preheat oven to 400°F. Stir together flour, cornmeal, sugar, baking powder and salt in a medium bowl; set aside.
Place 1 tablespoon butter in an 8-inch-square baking pan. Place pan in preheated oven for about 3 minutes or until butter is melted. Remove from oven; swirl butter to coat bottom and sides of pan.
Meanwhile, combine eggs, milk and oil in a small bowl. Add egg mixture all at once to flour mixture; stir just until moistened (batter should be lumpy). Fold in cheese, chiles and chili powder.
Pour batter into the hot pan, spreading evenly. Bake for 15 to 20 minutes or until a toothpick inserted near the center comes out clean. Cool in pan on a wire rack.
