Preheat oven to 350°F. Line a 13-by-9-inch baking pan with foil, allowing foil to extend over edges of pan. Lightly coat the foil with cooking spray; set aside.
In a large bowl, stir together whole-wheat flour, oats, all-purpose flour, baking powder, ginger, cinnamon, baking soda and salt. In a medium bowl, stir together egg whites, carrots, brown sugar, oil, honey, vanilla and pecans. Add carrot mixture to flour mixture, stirring just until combined. Spread batter in prepared pan.
Bake about 25 minutes or until a wooden toothpick inserted near the center comes out clean. Cool in pan on a wire rack. Use foil to lift uncut bars from pan. To serve, sprinkle with confectioners' sugar and cut into bars.
