Using a vegetable peeler, peel carrots lengthwise into very thin strips.
In a large bowl, combine carrots, peas and green onions. In a small bowl, combine honey, vinegar, salt and pepper.
Pour dressing over vegetables; toss gently to coat. Cover and chill for 2 to 4 hours. Serve with a slotted spoon.
