Preheat oven to 350°F. In a medium bowl combine wheat flour, all-purpose flour, cinnamon, baking soda, nutmeg, and salt; set aside.
In a large bowl beat butter with an electric mixer until light and fluffy. Add brown sugar and oil; beat until well combined and sugar is dissolved. Add egg whites, carrot baby food, carrot, and vanilla; beat until combined. Beat in flour mixture until well combined. Using a wooden spoon, stir in oats, raisins, coconut, and nuts. Dough will be sticky.
Line a very large baking sheet with parchment paper. Scoop about 3 tablespoons dough into 18 mounds on the parchment paper. Bake for 12 to 14 minutes or until bottoms are golden brown. Let cool on baking sheet for 2 minutes. Transfer to cooling rack to cool completely.
