Preheat oven to 425°F. Place potatoes in a shallow roasting pan. In a small bowl, combine oil, 1 teaspoon salt, garlic powder and pepper. Drizzle oil mixture over potatoes, tossing to coat. Roast, uncovered, for 20 minutes, stirring once.
Meanwhile, in a small saucepan, heat butter over low heat until melted. Continue heating until butter turns a light golden brown. Remove from heat; set aside.
Stir potatoes. Stir in browned butter, green onions and brown sugar. Roast, uncovered, for 10 to 15 minutes more or until potatoes are tender and lightly browned. Sprinkle lightly with additional kosher salt to serve.
