In 4-quart Dutch oven, combine frozen vegetables and water. Bring to a boil. Meanwhile, microwave beef tips according to package directions. Add beef tips and gravy and Worcestershire sauce to vegetables in Dutch oven. Bring to a boil; reduce heat. Simmer, covered, about 5 minutes or until vegetables are tender.
Meanwhile, in a small, microwave-safe bowl place garlic and the remaining 2 tablespoons water. Cover with vented plastic wrap. Microwave on high for 1 minute; set aside. Place potatoes in a large, microwave-safe bowl. Microwave potatoes, uncovered, on high for 8 to 10 minutes or until tender, stirring once halfway through cooking.
For garlic mash, peel garlic; mash garlic with the back of a spoon. Add garlic, olive oil, salt and pepper to potatoes. Mash with a potato masher or electric mixer on low. Divide garlic mash among four shallow bowls. Spoon beef mixture over garlic mash; sprinkle with oregano leaves.
