In a 6-quart Dutch oven cook ground beef, vegetables and garlic in hot oil over medium-high heat until meat is brown and vegetables are tender. Drain. Stir in beans, tomatoes, tomato sauce, broth, chili powder, oregano and pepper.
Bring to a boil; reduce heat. Simmer, covered, about 20 minutes for ground meat or until meat is tender, stirring occasionally. Ladle chili into bowls. Serve with desired toppings.
