Preheat oven to 375°F. Cook pasta according to package directions. Drain; set aside.
Meanwhile, in a large skillet, cook sausage (or ground beef), onion, green pepper (if using) and garlic until sausage browns. Drain fat; discard.
In a large bowl, stir together pasta sauce, 1 cup mozzarella olives, if using, and black pepper. Add cooked pasta and drained meat mixture. Stir gently to combine. Spoon mixture into a 2-quart casserole.
Bake, covered, for 35 to 40 minutes or until heated through. Uncover; sprinkle with the remaining 1/4 cup mozzarella. Bake 5 minutes more or until cheese melts.
