Preheat oven to 325°F. Heat oil in a large Dutch oven or ovenproof saucepan. Brown beef on all sides, cooking in batches. Remove with slotted spoon and set aside.
Reduce heat to medium. Add onion and garlic; cook and stir until tender, about 5 minutes. Add red wine, stirring to loosen browned bits. Return beef to Dutch oven and add remaining ingredients. Cover and transfer Dutch oven to oven.
Braise 2 hours or until beef is tender. Remove beef from Dutch oven, shred, and return to sauce. Serve over hot cooked pasta.
