Heat oil in large skillet on medium-high heat. Add green onions; cook 5 minutes or until lightly browned, stirring occasionally. Drain green onions on paper towels. Spoon into medium bowl.
Stir in yogurt, mayonnaise, poppy seed, onion powder and garlic powder until well blended. Cover.
Refrigerate at least 2 hours or until ready to serve.
